Is it necessary that the patient has a "Do Not Resuscitate" (DNR) in order to be on Hospice?

No, it is not necessary to have a DNR. The type of care one chooses is his/her right. However, conversations with loved ones and the patient’s doctor are important so that everyone know what the patient wishes.
